Zoning, property use, temporary structure review

Confirm whether the private-property showcase is treated as an allowed accessory event, a change of use, a place-of-assembly concern, or a temporary structure/building matter. The Building Department handles building, electrical, gas, plumbing permits and enforces state code and Abington bylaws.

Parking and traffic capacity plan

Build the plan before promoting capacity. Abington off-street rules include dimensional standards, approved access points, lighting expectations, and off-premises or joint-use parking provisions. Food vendors and health review

Tents, stages, generators, power, and fire safety

If tents, stages, generators, propane, cooking, heaters, or temporary electrical service are used, confirm permit and inspection needs with Building, Fire Prevention, and trade inspectors. Massachusetts guidance points to Building Code, Fire Code, Electrical Code, Plumbing Code, accessibility, and local official review for outdoor structures.

Licenses, alcohol, entertainment, and Select Board items

If the event includes alcohol sales, pouring, amplified entertainment, a common victualer issue, or similar licensed activity, route it through the local licensing authority. Finalize event liability coverage, vendor certificates of insurance where appropriate, indemnity language, emergency access lanes, crowd flow, accessible paths, toilets, lighting, and weather cancellation rules. If attendance and entertainment levels grow, review crowd manager expectations.

A judged pitch prize can be structured differently from a raffle. Massachusetts raffle guidance is strict: raffles are limited to qualified nonprofit organizations and require a local clerk permit. Keep public fundraising language precise until the prize/donation structure is reviewed.

Parking operating assumption

On-street parking on Groveland Street should not be treated as the plan. The operating assumption is controlled on-site loading, nearby written parking agreements where available, clear rideshare/drop-off guidance, and police or traffic input before announcing capacity.
